As the application of a minimum charge usually results in increasing the bills of some consumers, the establishment of such a charge falls within the provisions of sec. 1797m-105, which provides that no rale may be increased or discontinued until a hearing has been held and the proposed change approved by the Commission. Through an error applicant's minimum charge for electric power service was never filed with the Commission. Held: That the charge which applicant seeks to have put in effect is reasonable. Applicant authorized to put in effect the minimum charge applied for. The application in this matter, filed October 9, 1916, states that through an error the minimum charge for electric power service in Fond du Lac, established by the company, has never been filed with the Commission; therefore authority is asked to put into legal effect the following minimum monthly charge for electric power service: $1.00 per h. p. for the first 2 h. p., and S0.50 for each additional h. p. For users of power between 7 a. m. and 4 p. m., and 10 p. m. and 7 a. m. only, the above minimum charge will be reduced 50 per cent.
