In this connection, however, without passing particularly upon the issue raised, we would eall attention to the fact that there are only 4C2 consumers of gas and that the population of Ripon in 1910, at the time of the last census, was 3,739. In a city of this size and with a saturation such as indicated by the above figures it is probabk' that a gas utility under any conditions would have difficulty in earning a return. If the increase herein asked for were designed to give the company a fair return.011 its property, the objections raised might have considerable weight, but as it seems that they will do little if any more than provide for operating expenses and depreciation, we see no jood end to be served by refusing to permit the company to increase its rates. To do so would merely serve to cripple the company and if the policy of requiring the company to furnish service at less than cost won persisted in, it would probably ultimately result in the entire failure of the service. It Is Therefore Ordered, That the applicant, the Ripon Light & Water Company, be, and the same hereby is. authorized to place in effect, for all gas used subsequent to the first meter reading following the date of this order, the rates as asked for in tlrs application, except that the gross minimum bill shall be 85 cts. per month and the net minimum bill 75 cts. per month. It Is Further Ordered, That the Commission will hold jurisdiction to alter, amend, or revoke this order at any time.
